Emperor Meiji opens Japan’s first parliament (第1回帝国議会開院式) on November 29, 1890 (Meiji 23). The Imperial Diet consisted of a House of Representatives (衆議院, Shugiin) and a House of Peers (貴族院, Kizoku-in). The House of Representatives was directly elected on a limited franchise, while the House of Peers consisted of high ranking nobles. |
