Advertising for the 3rd and 4th issues of savings bonds for Japan’s war effort issued in 1938 (Showa 13) by the Ministry of Finance and underwritten by the Nippon Kangyo Bank (日本勧業銀行, Japan Bank for Encouragement of Industry). The Nippon Kangyo Bank was founded in 1897 (Meiji 30) as a governmental institution providing long-term light industrial and agricultural loans.
