Katsuji Debuchi (出渕勝次, 1878-1947), Japanese Ambassador to the USA, giving a speech in 1931 (Showa 6). Debuchi, born in Morioka, Iwate Prefecture, was the Japanese ambassador in Washington from 1928 (Showa 3) to 1934 (Showa 9).
